Toll-free is a different arrangement, not a local line with a friendlier prefix. An 800, 888 or 877 reaches a whole country from nowhere in particular, and the leg the caller is not paying for is the leg you are.

The economics run the other way

On a local line the caller covers their own way to you. On toll-free that leg is yours, which is why inbound toll-free minutes are rated from a table of their own rather than counted in with your local numbers.

National, with no address behind it

Toll-free belongs to no city and no state, so one number serves the country. Filter the inventory to toll-free and every result is national, which is why there is no area code to weigh up and no local presence to justify.

Priced as its own type

The monthly fee is set per country and per number type, so toll-free carries its own rate and a plan can hold a different one. The wallet, the cycle and the renewal work exactly as they do for a local number.

Texting is verified separately

A toll-free number that will carry messages goes through toll-free verification, a different submission from the one a local US number makes. Clearing it is not a license: the use cases barred from A2P messaging stay barred.
