One or two lines each, no more
Calls go out a little ahead of the people making them, sized to how many are actually free right now. Enough that the ringing and the busy signals happen without anybody listening to them, not so much that somebody answers to silence.

Dial far enough ahead of a small group and there is nobody free when somebody answers. The caller gets silence and hangs up. That is a poor experience at any size and at this one it buys you nothing.
The answering machines come out first
A machine picking up is spotted and dealt with without a person ever hearing it. What reaches a headset is somebody who has said hello, which is the only part of the day you were ever paying for.

Nobody selling a dialer says you do not need most of it yet. So a floor of ten ends up running something built for a hundred, tuned by nobody, dropping calls it did not have to drop.
How it ended decides what happens next
The person picks an ending and that ending does something: try again on Thursday, never again, back to the top of the list tomorrow. The list reorders itself around what actually happened rather than around a plan somebody wrote on Monday.

The mode changes when you outgrow it
At around eight people on the phone at once, dialing further ahead starts to make sense. That is a setting rather than a new vendor. Same numbers, same records, same screens, nothing to move.
